Adult Mental Health Arrangements Option Appraisal to advise Powys Teaching Health Board (PtHB)

Background

Hearts and Minds:  Together for Mental Health in Powys is the strategy for improving the mental health and emotional wellbeing of the people of Powys.  It was published in January 2013, following approval by PtHB and Powys County Council (PCC). 

It was developed involving a wide range of partners including people in contact with mental health services and those close to them.  A multiagency Partnership Board, led by PtHB, constituted in line with Welsh Government requirements, is in place to drive forward the implementation of the strategy through a detailed 5 year delivery plan which is carefully monitored both locally and nationally.

Powys Adult Model for Adult Mental Health

Powys teaching Health Board approved the now agreed model for adult mental health at its meeting in October 2013.  It was advised that a key risk was:  

“The identification of the best provision/delivery arrangements in order to ensure that the model can be implemented. This includes the re-consideration of the “3 Health Board” provision arrangements as a matter of priority.”

It was agreed that options on the way forward in relation to the NHS arrangements would be considered at the Board meeting in February 2014.

Option Appraisal Purpose

The purpose of the Options Appraisal is to improve outcomes (for people using services and those close to them) by ensuring services are safe, of an appropriate quality, accessible, fair, sustainable and reflect the agreed strategy in Powys.

Advisory Options Appraisal

An advisory appraisal involving a range of stakeholders took place in  December to help inform the decisions to be made by Powys teaching Health Board.

From Dec 13 until Feb 14 people in contact with services and those close to them were asked to share their experiences about the current Powys NHS arrangements by completing an survey either online or via a postal survey.


Option Appraisal - 4th December 2013

The purpose was to seek the views of partners about the arrangements needed within the NHS in order to achieve the agreed model for adult mental health services for the people of Powys.

The options being appraised were:

1. Do nothing – current arrangements to remain unchanged [background paper below]

2. Retain current arrangements but strengthen commissioning and governance

3. Simplify the number of commissioned organisations (ideally one main provider) but strengthen commissioning and governance

4. Predominantly directly deliver NHS mental health services through PtHB, but commission some specialised mental health services and strengthen governance
